"So far, UBLCP1 is the only proteasome-specific phosphatase identified to exist in mammalian cells," said Dixon. "We are just beginning to understand how it alters proteasome activity, but one can anticipate that defects in the phosphatase activity are likely to result in major alterations in the ability of the cell to remove damaged protein."

MEXICO CITY ? The killing of a Mexican woman purportedly in retaliation for her postings on an anti-crime website has left stunned chat users and employees at the newspaper where she worked wondering who can still be safe in the violent border city of Nuevo Laredo.

Another poster agreed. "Exactly, this (Macias' death) should not be in vain, we should make it an example." Others said that despite the risk, they would continue reporting. One user posted that he had seen four drug-gang lookouts in a compact car near a gas station, and gave part of the car's license plate number.

Macias had previously been identified by an official in Tamaulipas state as Marisol Macias, who had worked as a newsroom manager for the Nuevo Laredo newspaper Primera Hora. But an editor at Primera Hora said Monday that Macias was the daily's advertising supervisor. The editor would not give his name for security reasons.

The editor said the killing apparently was not related to Macias' job at the daily, which, in the face of intimidation and threats by drug gangs, had stopped even reporting on drug violence two years ago.

"We were taken by surprise, because since about two years ago, we don't even do crime reporting," said the editor. "We don't have a crime reporter."

He said police have not talked to the paper, nor given it any information on the killing. The paper, according to weekend editions posted on its website, has not even reported on her death.

Nuevo Laredo, located across the border from El Paso, Texas, has been dominated for about the last two years by the violent Zetas drug cartel.

Mexico's Human Rights Commission says eight journalists have been killed in the country this year and 74 since 2000.

With local newspapers forced to avoid crime reporting by threats in many border cities Mexicans have increasingly turned to local online chat sites like "Nuevo Laredo en Vivo" to report and read about cartel activity. The site includes numbers to phone in tips to police and the military.

The message found next to Macias' body on the side of a main thoroughfare Saturday referred to the nickname she purportedly used on the site, "La Nena de Laredo," or "Laredo Girl." Her head was found placed on a stone piling nearby.

"Nuevo Laredo en Vivo and social networking sites, I'm The Laredo Girl, and I'm here because of my reports, and yours," the message read. "For those who don't want to believe, this happened to me because of my actions, for believing in the army and the navy. Thank you for your attention, respectfully, Laredo Girl...ZZZZ."

The letter "Z" refers to the Zetas.

It was unclear how the killers found out her real identity; the newspaper editor said he did not know, but some posters suggested it could have been through someone she worked with.

The gruesome killing may be the third so far this month in which people in Nuevo Laredo were killed by a drug cartel for what they said on the internet.

Earlier this month, a man and a woman were found hanging from an overpass in Nuevo Laredo with a similar message threatening "this is what will happen" to internet users. However, it has not been clearly established whether the two had in fact ever posted any messages.

Obama got a friendly welcome from invited guests at his first stop. But elsewhere liberal activists were making plans to greet the president with demonstrations criticizing his policies or reminding him they want him to do more.

"We want to see Obama stand up as strongly as he can to fight for the people of this country who are working out there to make ends meet," said Kathy Cummings, communications director for the Washington State Labor Council. The council was helping organize a demonstration outside Seattle's Paramount Theater, the site of an Obama fundraiser later Sunday.

Obama and the Republican presidential candidates are working overtime to raise campaign cash ahead of an important Sept. 30 reporting deadline that will give a snapshot of their financial strength. Obama's West Coast visit was heavy on fundraisers: two each in Seattle and the San Francisco area Sunday, followed by one in San Diego on Monday and two in Los Angeles.

He's meeting with the Silicon Valley and Hollywood elite, including an event Sunday night in Atherton, Calif., at the home of Facebook chief operating officer Sheryl Sandberg.

The expected haul from all seven events: $4 million or more.

In addition to the fundraising, Obama scheduled a town hall-style event Monday in Silicon Valley, hosted by social networking company LinkedIn. The trip ends Tuesday with a speech to supporters in Denver, where he accepted the Democratic nomination three years ago.

Obama was pushing throughout for his job proposal, which combines tax cuts, unemployment benefits and public works spending. The bill faces a hostile reception on Capitol Hill, particularly because Obama wants to pay for it with tax increases opposed by Republicans.

A top aide, David Plouffe, said the White House expects a vote in the Democratic-controlled Senate in October. Despite reservations even from some in the president's own party, "I think it's got a very good chance" of passing, he told ABC's "This Week" on Sunday.

If he can't persuade Congress to pass the bill, Obama has said he wants to make sure the public knows who's standing in the way.

Jobs are a major concern in California, where unemployment stands at 12.1 percent, highest of any state except Nevada.

Mark DiCamillo, director of California's Field Poll, said that's contributed to a softening of support for Obama among Democratic and independent voters. Obama's job approval rating dropped to 46 percent among Californians in a Field Poll this month. Among Democrats it was 69 percent, but that was down 10 percentage points from June.

"Californians voted for him by 24 points in 2008 and the Democrats and nonpartisans were the backbone of his support and he's losing some of that now," DiCamillo said. "I think there's a lot of frustration in California about Washington. ... They're looking for Obama to do something."

The summer's nasty debate over raising the government's borrowing limit turned off voters. Many liberals bemoaned the deal that cleared the way for a higher debt ceiling, with Obama agreeing to Republican demands for steep budget cuts without new taxes.

But Democratic supporters are heartened by the jobs plan and Obama's insistence that Congress must raise taxes to pay for it. Now they're hoping that the confrontational Obama they're seeing now is the same one they'll see through the 2012 campaign.

"We wish that his fighting spirit had been there a few months ago, but it's here now," said Rick Jacobs, head of the Courage Campaign, a progressive online organizing network in California.

How Will the International Space Station Fall to Earth? (SPACE.com)

If a dead bus-size satellite's crash-landing can cause such a stir, global panic may well ensue when it's time for the enormous International Space Station to come down to Earth.

But that panic would be misplaced, NASA officials say. Though the orbiting lab is far larger than the space agency's defunct Upper Atmosphere Research Satellite (UARS), which made an uncontrolled re-entry through Earth's atmosphere late Friday night (Sept. 23), the station's eventual demise will pose little threat to folks on Earth.

That's because ? unlike UARS ? the huge structure will be deorbited in a controlled way, with its debris shower aimed into a stretch of empty ocean. [Complete coverage of NASA's falling satellite]

"We've done a lot of studies," said Kirk Shireman, deputy manager of NASA's space station program. "We have found an orbit and a change in velocity that we believe is achievable, and it creates a debris footprint that?s all in water in an unpopulated area."

Guiding the station down

UARS had a mass of approximately 6.5 tons. NASA officials estimate that about 1,170 pounds (532 kilograms) of that bulk survived re-entry and smashed into Earth's surface. [Video: Amateur Photographs Doomed, Tumbling Satellite]

Judging by its size, the International Space Station would seem to pose a much bigger threat to folks on the ground than the UARS satellite did. The $100 billion orbiting lab is as big as a football field and tips the scales at 431 tons, so its re-entry debris shower should dwarf that of UARS.

NASA and its international partners plan to operate the space station through at least 2020, and perhaps until 2028 or so. But when the orbiting lab's time is up, managers won't just let it drift toward an uncontrolled re-entry. Rather, they'll guide the complex to a fiery death over large stretches of trackless ocean, so that any surviving pieces will not conk anybody on the head.

"We've been working on plans and update the plans periodically," Shireman told SPACE.com. "We don?t want to ever be in a position where we couldn?t safely deorbit the station. It's been a part of the program from the very beginning."

The plan to deorbit the space station

Bringing the space station down is a long and involved process that will begin in earnest about one year from its planned re-entry, NASA officials have said. Around this time, managers will let the station's orbit start decaying from its normal 240-mile (386-kilometer) altitude.

They'll also dock one or more unmanned spacecraft to the station then, to get ready for future deorbit burns. The station is so massive that it'll need some help to make these maneuvers.

Officials aren't sure yet which vehicle(s) will be called into service, Shireman said. It might be a cargo craft, such as a modified Russian Progress spaceship or a European Automated Transfer Vehicle (ATV). NASA's Orion Multi-Purpose Crew Vehicle (MPCV), which is still in development, might also do the trick.

Before the station circles too low, its crew will be evacuated. When the space station gets down to about 115 miles (186 km) above the Earth, engineers will perform a series of deorbit burns with the docked vehicle(s) to take it even lower, Shireman explained.

"There's a nice long track from the South Pacific up off the West Coast of the United States, almost 6,000 kilometers of water," Shireman said.

Learning from Mir and other experiments

The Russian space station Mir was deorbited purposefully back in 2001; operators ditched the 135-ton station into the South Pacific.

NASA officials watched Mir's managed re-entry carefully and learned from it, Shireman said.

NASA has also closely examined how spacecraft break up in Earth's atmosphere. For example, two robotic space station resupply craft ? one European ATV and one Japanese H-2 Transfer Vehicle (HTV) ? were loaded up with instruments, then studied as they made their fiery descents through the atmosphere and disintegrated.

"All those things will help us better pinpoint how [the space station] will break up and, consequently, where the debris will fall," Shireman said.

So hopefully none of that debris will endanger anyone when the massive complex falls to Earth in 2020 or beyond. But if you happen to be on a well-placed boat in the vast Pacific when the station does come down, be sure to look up, as the descending outpost could put on quite a show for interested skywatchers.

"It would be amazing if they saw it," Shireman said. But, he added, "it would be just blind luck, because we can't predict where it's going to be and exactly when."

Credit Tenant Lease (CTL) Financing is a unique commercial mortgage lending platform designed to finance the purchase, refinance and development of single tenant, triple net (NNN) leased, buildings. The buildings can be retail, office, industrial or warehouse; CTL loans can be written against any real estate as long as it?s occupied by a ?credit tenant?.

For the purpose of CTL lending, a credit tenant is defined as a corporate entity that has earned an investment grade credit rating from the major rating agencies. Generally, any company rated lower than BBB- (triple B minus) by Standard & Poors or Baa3 by Moody?s, is not be considered investment grade and would not qualify for CTL financing.

CTL loans are very different than traditional commercial mortgage loans. Lenders who originate CTL financing are primarily concerned with the structure of the lease and the strength of the tenant rather than the value of the real estate or the credit of the borrower. CTL lenders count the lease and the income it generates as the main collateral backing the loan. This is a distinct difference as-compared to standard commercial real estate lending and represents a unique perspective in real estate finance.

CTL lending is possible because of the popularity of NNN leases among strong corporate tenants. When a landlord executes a true or ?absolute? NNN lease with a good tenant, he has almost no management or operational responsibilities. The tenant is responsible for everything from paying the utility bills to maintaining the building, even large real estate issues, such as repaving the parking lot or replacing the HVAC system are all the responsibility of the tenant, not the land owner. Consequently a lender with a lien against a NNN leased property likewise needn?t worry much about the building; even if they have to repossess it in a foreclosure, they won?t have to actually run it. For buildings with long term NNN leases and excellent tenants, it only makes sense that lenders focus mainly on the lease.

CTL loans are originated by commercial mortgage bankers or direct CTL lenders. Bankers will issue and sell a private placement mortgage bond in-order to fund the CTL loan. Direct lenders also collateralize the lease into a bond, but often hold the debt in their own portfolios rather than sell it on the secondary market.

Because of the straight-forward nature of CTL financing loans amounts are typically larger than other institutional loans. Many CTL lenders will make no restrictions on loan-to-value or loan-to-cost and will write the maximum possible loan. The only real condition on the size of the loan is that the rent collected must cover the mortgage payment. Most CTL lenders require a minuscule debt-service-coverage (DSCR) ratio of only 1.01%-1.05%.

Speed of execution is another benefit of CTL loans. It only takes 45-60 days, from start to finish, to complete a CTL transaction. Bank loans, on-the-other-hand, are notorious for being long, drawn out bureaucratic affairs.

Borrowers who take advantage of CTL financing tend to be sophisticated commercial real estate investors who understand the business of NNN investing. They are generally seeking dependable, long term income from their real estate holdings and want permanent, fixed financing. The terms of CTL loans are ?co-terminus? with the term of the underlying lease and the rates are usually fixed for the life of the loan. CTL loans are nearly always self amortizing mortgages written for 15-25 years. Developers also use CTL financing for build-to-suit construction loans.

The ultimate credit tenant is the US Government. Uncle Sam still enjoys the highest possible credit rating and leases real estate all across the country. Federal court houses, Social Security Administration buildings, Department of Homeland Security field offices, and US Post Offices are all examples of buildings that have been purchased using a CTL mortgage loan.

Investment grade corporate tenants include the drug store chains, Walgreens and CVS, as-well-as, retail giants Walmart and Target. McDonald?s is, of course, the most popular credit tenant in the food service industry. Virtually any company that can boast of a superior credit rating and leases real estate on a NNN basis, can qualify for streamlined CTL financing.

CTL is a very specialized lending platform designed to accommodate a very specific type of commercial real estate investing. It is a very fast and efficient method of funding the purchase, refinance or development of a building that is NNN leased to a high quality tenant. CTL loans are perfect for the individual investor who buys income property or the small-to-midsized developer who builds only one or two projects at a time.

SKorean reporters detained by China near NKorea (AP)

SEOUL, South Korea ? Chinese authorities detained a group of South Korean journalists and others for a fourth day Friday on suspicion of spying while on a reporting trip near China's border with North Korea, officials in Seoul said.

The Chosun Ilbo newspaper first reported the detentions Friday, saying that four journalists from the newspaper JoongAng Ilbo, a researcher and a guide were taken into custody Tuesday in a military restricted zone near the Tumen River that marks the border.

Three South Korean Foreign Ministry officials confirmed that JoongAng Ilbo reporters were detained near the river, and said they were being held at a hotel. But they disputed parts of the Chosun Ilbo account, saying five people, not six, were detained, and they would not confirm the number of journalists nor whether they were caught inside a restricted military zone.

The officials spoke on condition of anonymity, citing the sensitivity of efforts to secure the reporters' release. A Chinese Foreign Ministry spokesman in Beijing said the agency was looking into the reports, but otherwise refused to comment. JoongAng Ilbo declined comment.

Update: Unfortunately for Facebook users in the US, Netflix has confirmed that its Facebook integration will only be available in Canada and Latin America initially, due to a US law that "creates some confusion over our ability to allow U.S. members to share what they watch." Even TiVo's gotten in on the action, announcing new sharing buttons for its iPhone and iPad mobile apps, although there's no direct DVR integration mentioned yet.
