Government set to revive SSB to recruit private college teachers

The Department of Higher Education has decided to revive the Service Selection Board (SSB) to look after recruitment of teachers for non-government colleges. The decision has received the State Government?s approval as well.

At present, teachers in non-government colleges are appointed directly by college management and there have been allegations galore by students and their guardians that the candidates appointed by authorities of such colleges are not qualified enough to fit in as the teachers.

The decision has been taken to centralise and streamline the process of recruitment to non-government colleges.

While the SSB will look into recruitment of teaching and non-teaching staff (posts of librarian, lab assistant, physical education trainer, junior clerks and attendants) in the non-government colleges, it would also select non-teaching staff for Government colleges in the State, said Secretary of the Department Gagan Dhal.

?The private colleges will send their requisition for teachers to the SSB which will select candidates. Final approval to the recruitment will be given by the State Government,? he added.

The SSB was lying defunct for over 20 years in the absence of any official recruitment drive.

After its inception, the Board functioned like a parallel body to Odisha Public Service Commission (OPSC).

While OPSC looked into selecting teachers for Government colleges, the Board selected teachers for the private colleges.

Mihir Das, OIC of Performance Tracking Cell of the Department, informed that the SSB will have the Director of Higher Education as the president, a retired professor as the member and an in-service reader as the secretary.

??At present, there is no regulatory mechanism to check qualifications of the candidates appointed by private colleges. The Board will act as a screening body for the appointments.

Besides, the State Government will have a say in the appointments as it helps private colleges with financial aid in the form of block grant,? Das added. There are over 2100 private colleges in the State.

Educationists have, however, termed it as a delayed move.

?With a lot many students studying in private colleges, the decision to revive this Board is a welcome move as it would ensure appointment of quality teachers. But this is too little and too late as such a step should have been taken much earlier for the sake of better education,? said former principal of BJB College Suresh Chandra Patnaik.

?Global demand for Saudi oil dropping?

Global demand for Saudi Arabian oil has been continuously dropping, Saudi Prince Alwaleed bin Talal says.

In open letters to high-ranking Saudi officials published on Sunday, Prince Alwaleed, a nephew of Saudi Arabia?s King Abdullah, expressed alarm over the fact that ?92 percent of the government budget relies on oil? revenues.

?The world?s reliance on OPEC oil, especially the production of Saudi Arabia, is in a clear and continuous drop,? he wrote in a letter, which addressed to Ali al-Naimi, the Saudi Arabian minister of petroleum and mineral resources.

The prince added that the threat from shale gas is ?definitely coming?, and pointed out recent progress in this field in North America and Australia.

Shale gas is natural gas that is found trapped within shale formations and is extracted by hydraulic fracturing, or fracking ? pumping water, chemicals and sand at high pressure into rock to release it.

?Revenue diversification is a must, and that necessitates a clear vision that should be implemented immediately,? said Prince Alwaleed, one of the world?s richest men with an estimated fortune of more than $20 billion.

He also called on Saudi authorities to prepare plans to generate nuclear and renewable energy to ?reduce local consumption of oil as soon as possible?.

Egyptian troops fire on Morsi supporters; 72 dead

(CBS News) CAIRO - There has been a deadly escalation in violence in Egypt. On Saturday, U.S. Secretary of State John Kerry said the country is at a "pivotal moment." At least 72 people are dead there, according to the Ministry of Health, after troops opened fire on supporters of deposed President Mohammed Morsi. There are conflicting claims about exactly what happened. The government says troops only fired tear gas, not live bullets.

The clashes began in the very early morning and lasted for hours. Amateur video shot by the protestors appeared to show Egyptian police and men in plain clothes firing shot guns and hurling rocks at the demonstrators.

Morsi supporter Abdul Rahman told us he saw the army and police firing much more lethal AK-47s directly at the crowds.

"There was really heavy fire," said Rahman, "and when they're not firing, the thugs come with their pistols and their stones and they're stoning the people."

Egyptian security forces claimed they only fired tear gas. But when we visited the field hospital where protestors took their dead and wounded, we found a very different story.

We've counted 37 dead bodies in a room alone. Doctors told us that almost all of them have bullet wounds to the head, neck and heart.

Dr. Jaber al Mursi told us that the clinic was overwhelmed. "We close our hospital because we haven't any supplies, any medical supplies to support these injured people or dead people."

As word of the killings spread, people tried to fight their way into the improvised morgue, hoping they wouldn't find their loved ones there.

But throughout the morning, many had to face a terrible truth. Volunteers, overwhelmed by the sheer number of the dead could only allow the relatives a moment to grieve.

One man, Mohammed, told us he lost his brother. "See his face," he said, "he's just 20-years-old."

We asked who was responsible. "The military and police," Mohammed told us. "He had no gun, just his Koran."

One by one, the dead were carried out as the crowds cried, "oh shame, my brother is shooting his brother dead."

Egyptian police have released a video that appears to show at least one Morsi supporter firing some type of makeshift weapon at the police, though there were no fatalities among the security forces. And the fear Saturday night for these Morsi supporters is that an even tougher military crackdown may be on the way.

However, talks broke down in 1952 over the issue of how to deal with prisoners of war. Meanwhile, hostilities continued. It wasn?t until April of 1953 that the issue was resolved and an agreement was reached and signed in July. Though South Korea refused to sign, fighting ended soon after.

SARATOGA SPRINGS ? The state?s sole permanent Civil War exhibit, ?Empire for Union: New York State in the Civil War,? opened Saturday at the Military Museum, paying tribute to the 360,000 New Yorkers who fought in the five-year conflict.

?New York sent more men, more money and more equipment to the war than any other state,? said Lance Ingmire, president of the Friends of the New York State Military Museum. The organization raised $135,000 for the exhibit with a series of special events and with grants from the Alfred Z. Solomon Trust, Saratoga Foundation, Stewart?s Foundation and the Saratoga Springs Rotary Club. The state Division of Military and Naval Affairs, which owns the building, provided the rest through labor and in-kind services.

The exhibit is organized chronologically to cover the war from 1861 to 1865.

The collection?s articles came from Civil War veterans and their families and have been stored in the museum. Some of the most significant pieces on display include a piece of the blood-stained dress worn by Laura Keene, an actress who cradled President Abraham Lincoln?s head after he was mortally wounded at Ford?s Theater.

Visitors may also see the bullet hole in the coat worn by Malta native Col. Elmer Ellsworth, the first Union officer killed during the war.

The exhibit includes a variety of weaponry, uniforms, maps and images. Five flags of the collection?s 900 are currently on display, including that of Saratoga Springs? 77th Bemis Heights Regiment. There?s also the uniform of Gustav Schurmann of New York City, the ?Little Bugler? who joined the Union Army at age 12 as a musician and served until he was 15. A recent donation, the saddle of surgeon William Leonard of Worchester, N.Y., carries the story of a review after the Battle of Antietam.

Museum plans call for items to be rotated in and out periodically to keep the presentation fresh.

?We began developing this $200,000 project two years ago,? said Courtney Burns, the museum?s chief curator and acting director. ?New York played a tremendous role in the Civil War, and this display will give context to that history.?

Saturday, historic re-enactors, wearing period dress, clustered in front of the glass cases. Michael Marchand and Richard Straight, sergeants in Troy?s 125th, were proud to find their adopted regiment?s flag in the exhibit.

Nancy Frueh remarked to her fellow fife-player Toni Lasher that the Keene dress fragment looked similar to her own floral-print gown. Continued...

Historic moment: Parade marks merger of Yorkshire battalions

Soldiers strode into a new chapter in the region?s military history at a parade to mark a major reshuffle of the Yorkshire Regiment.

The Exchange of Colours display in Warminster saw the 3rd Battalion renumber to become the 1st Battalion, while the original 1st Battalion has now become the 2nd Battalion.

The original 2nd Battalion ? the Green Howards ? has merged with the other two units as part of the shake-up.

The parade was attended by Prince Andrew, who is Colonel-in-Chief of the Regiment, and the Duke of Wellington.

India has emerged as the most likely to lose its Formula one race for 2014, as Formula One CEO Bernie Ecclestone promises teams the 2014 calendar will not have more than 20 races.

Next year, New Jersey and Austria, along with Russia, are expecting to join the schedule, meaning that the calendar could blow out to 22 races. Ecclestone, however, has vowed to limit the schedule to 20.

German-language reports in Auto Motor und Sport and Speed Week said that India and Korea are the races likely to fall victim.

India's problems are not new ones for that venue. Ahead of the first race near New Delhi two years ago, the event was threatened until the 11th hour over a tax dispute.

The Indian government wants the teams and drivers to be taxed according to their high incomes, but so far Ecclestone has managed to placate the issue.

Workers restoring second-oldest military cemetery

BAXTER SPRINGS, Kan. (AP) -- When he arrived in his pickup Tuesday morning, Jimmy Morton was happy to see someone digging up headstones at the Baxter Springs National Cemetery No. 2 Soldiers' Lot.

As he walked between the rows, Morton, public works director for Baxter Springs, said, "It's time for this to get done."

Morton was referring not to vandalism, but to a federally approved project that, when complete, will give those buried at the second-oldest military cemetery in the nation the respect they deserve, he said.

"There's been sinking, settling, and some could be pushed over pretty easily," he said.

It's not an easy job. A three-man crew toiled in high humidity for about 12 hours Tuesday with hand tools to remove each and every one of the 217 headstones on the acre-and-a-half lot, The Joplin Globe reported ( http://bit.ly/15MvQmV ).

At about 42 inches in length, 13 inches in width and about three inches thick, each headstone weighs about 100 pounds.

Many have a 7-inch to 10-inch stone collar on the bottom for alignment and height above the ground - there should be no variance in a national cemetery honoring soldiers, Morton explained.

Crew member Tony Ragan, of Tulsa, Okla., demonstrated the use of a 30-pound rock bar - an iron tool much like a crowbar - to wedge the stone collars up out of the earth.

"It's been a long time since this earth has been disturbed," Ragan said, as he paused to wipe sweat away from his eyes while working on a particularly stubborn one.

After the Civil War, the federal government designated the soldiers' lot on ground donated by the city for that purpose. It is under the jurisdiction of National Cemetery No. 1 in Fort Scott. The cemetery is just west of the junction of Highway 166 and Fifth Street at the west edge of Baxter Springs.

In the center of it, an obelisk that towers above the lot was erected in the spring of 1870. The bodies of the victims of the attack on nearby Fort Blair and the Massacre of Baxter Springs were re-interred in a common grave surrounding it. Names of the 88 victims are engraved on the monument.

Surrounding that, the crew focused its attention on the sandstone markers showing where known soldiers were interred. In the first row, known as Section A, the crew reset and realigned headstones for men who lived, fought and died before the turn of the 20th century - such as Luther G. VanFossen, Company H, 1st Regiment of the Illinois Volunteer Cavalry, who died Dec. 6, 1892, and John W. Garman, Company D, 35th Regiment with the Illinois Infantry, who died Dec. 1, 1900.

Crew leader Adam Shiew, with Gateway Outdoor Solutions in St. Louis, said that the U.S. Department of Veterans Affairs' National Cemetery Administration contracts with groups such as his to ensure that gravestones are properly set and aligned at national cemeteries.

He's been working on a similar project in Fort Gibson, Okla., but on a much larger scale - that 37-acre cemetery has 20,000 stones.

"We've done well over 15,000 of them," he said. "We've also done cemeteries in San Antonio (Texas), Lawton (Okla.), a lot of places."

Having had a grandfather who served in the U.S. Navy during World War II and two uncles who also served, Shiew said he feels a responsibility for doing the job right.

"This is a shrine. This is something to really take pride in," he said of the lot, pausing from his work to lean on a shovel. "They fought for us."

He added: "I've had 80-year-old women come up and hug my neck while I'm on jobs like this and tell me it looks good and what it means to them. They'll bring me a cold bottle of water, tell me stories of their father or husband or brother. That's what makes it all worth it."

For Morton, it's also personal: His grandfather, George Hartman, who served in World War II, is buried in the soldiers' lot, which Morton has been taking care of since 1993.

"This is good to see," he said as he watched the crew work. "Really good to see."

In August, the ground in the lot will be leveled and sod will be put down. The work will be complete just in time, said local historian Larry O'Neal, for a living history program to be held at the cemetery in October in conjunction with activities at historic Fort Blair.

WASHINGTON (AP) ? The Senate was poised Thursday to approve President Barack Obama's choice to head the Labor Department after lawmakers, by the thinnest of margins, voted to remove obstacles blocking the confirmation while honoring a bipartisan pact for approving top nominations.

Senators were ready to confirm Thomas Perez as labor secretary by a likely near party-line roll call. After that, they were scheduled to debate Obama's selection of Gina McCarthy to become administrator of the Environmental Protection Agency.

McCarthy, who currently heads the EPA's air pollution office, has helped craft rules aimed at reducing pollutants from power plants and other sources. Republicans have long criticized the agency for championing overly restrictive regulations that they say kill jobs.

Last week, Louisiana Sen. David Vitter, top Republican on the Senate environment committee, said he was dropping efforts to delay McCarthy's nomination after the EPA agreed to release more information about how it makes decisions. McCarthy has also faced opposition from Sen. Roy Blunt, R-Mo., because of delays to a flood control project.

Perez, who leads the Justice Department's civil rights division, is considered too liberal by many Republicans. On Wednesday, GOP senators said they were opposing him because he has refused to obey a House subpoena demanding his personal emails related to a whistle-blower case against the city of St. Paul, Minn., that they have criticized him for dropping.

On Wednesday, the Senate voted narrowly to end a filibuster against Perez. All but six Republicans voted against Perez ? the exact number of GOP senators that majority Democrats needed to muster the 60 votes required to end the delaying tactics against Perez's nomination.

That 60-40 vote was the closest senators have come to unwinding this week's deal between the two parties that has averted all-out partisan warfare in the chamber over nominations and Senate rules. That roll call seemed to signal that while GOP leaders would deliver the votes needed to honor the bipartisan agreement, numerous Republicans were rankled by the pact and unhappy with Perez.

In exchange for the GOP halting filibusters against seven of Obama's top nominees, majority Democrats dropped a threat of a rules change that would have prevented opponents from requiring a 60-vote threshold to end filibusters of top agency appointees. That ability to wage filibusters unless the hard-to-achieve 60 votes are accumulated has long been prized and utilized by minority parties.

Church events will recognize chapel's anniversary, Feast of St. James

The 145th anniversary of the historic St. James Episcopal Church chapel will be celebrated July 27.

The members of St. James Episcopal Church are planning two community celebrations around the chapel anniversary and the Feast of St. James during the weekend of July 27 and 28.

The inaugural "Peach Blast on the River" and 145th anniversary tour will be held from 2 to 5 p.m. July 27.

Attendees can purchase fresh peach cobbler and other seasonal fruit desserts while taking in the view of the Detroit River in a peaceful outdoor surrounding.

In celebration of the 145th anniversary of the historic St. James chapel, guided and self-guided tours of the chapel will be provided. Highlights of the chapel include the 1894 Tiffany stained-glass window "Angel of Praise" and the "Four Evangelists" stained-glass window commemorating 11 parish members who died in?

World War II.

The second event of the weekend will be a tent service and celebration of the Feast of St. James.

The tent service will begin at 10 a.m. July 28 on the front lawn of the church and church members will welcome the Rev. Philip Dinwiddie from his 13-week sabbatical with service, song and celebration. The backdrop of the service will be the Detroit River and northern entrance to Lake Erie with views of Canada.

A potluck celebrating the Feast of St. James (one of the 12 apostles of Jesus with a traditional commemoration day on July 25) will take place on the front lawn after the service. Everyone is welcome.

World Peace inks NBA deal with Knicks

Metta World Peace has agreed on a two-year NBA contract with the New York Knicks after parting withthe Los Angeles Lakers.

World Peace, a former NBA defensive player of the year, confirmed the deal on Monday at the Knicks' summer league contest in Las Vegas but no details were revealed.

"It was simple for me," the 33-year-old native New Yorker told MSG Network.

World Peace averaged 12.4 points, 5.0 rebounds and 1.5 assists in 75 NBA games with the Lakers last season.

He went unclaimed in the amnesty waiver process and became a free agent on Sunday.

World Peace has appeared in 902 NBA games over 14 seasons since being drafted 16th overall by the Chicago Bulls in 1999.

He was named the NBA's Defensive Player of the Year in 2003-04.

IBM beats second-quarter EPS estimates, misses on revenue

(Reuters) - IBM , the world's largest technology services company, reported second-quarter earnings per share that beat estimates. Its shares were up nearly 3 percent in after-hours trade.

International Business Machines Corp said on Wednesday its quarterly non-GAAP income rose 3 percent, excluding a $1 billion restructuring charge, to $4.3 billion, or $3.91 a share, compared with $3.51 a year ago and analyst estimates of $3.77 a share, according to Thomson Reuters I/B/E/S.

Revenue dropped 3 percent to $24.9 billion below average analyst expectations of $25.4 billion.

Barclays moves PPI claims-handling in-house; 300 jobs to go

Hundreds of payment protection insurance (PPI) complaint handlers working on behalf of Barclaycard have been given their notice three weeks ahead of schedule, according to reports.

The Times?reported that the 300 claims handlers, who were employed by?Deloitte but handled complaints for Barclaycard, have had their contracts terminated.

Barclays said it had move PPI claims-handling in-house.

Earlier this year Deloitte hit the headlines for its handling of PPI complaints in behalf of Lloyds Banking Group after an undercover Times investigation uncovered poor practice and breaches of customer privacy under the Data Protection Act.

Lloyds terminated its contract with Deloitte and said it was investigating the issue.

3-D breast biopsies offer new hope in fight against cancer

Women tested for breast cancer at Magee-Womens Hospital of UPMC now have a faster screening option that eventually could supplant older screening techniques across the country.

Last month, Magee became the first hospital in the country to perform a 3-D guided breast biopsy, a procedure that more quickly and accurately locates possible cancers and exposes patients to less radiation than older methods, said Jules Sumkin, chief of radiology at Magee.

The idea to develop the technology came when Magee researchers worked with Hologic Inc., a company that manufactures mammography and breast biopsy equipment, to develop tomosynthesis, a 3-D mammography technique, in 2005.

Radiologists found that tomosynthesis allowed them to find abormalities in the breast that are difficult to see using conventional mammography. Tomosynthesis has allowed radiologists to identify about 30 percent more breast cancers than conventional mammography, Dr. Sumkin estimates.

But it was difficult to reproduce the advanced images taken by tomosynthesis mammography with the imaging tools in existing biopsy technology.

Magee researchers and Hologic addressed that issue by developing a 3-D guided breast biopsy technique. The technology improves biopsy technology in much the same way that tomosynthesis advanced mammography: Three-dimensional imaging creates a complete reconstruction of the breast to more accurately identify possible lesions and calculate their depth.

In traditional-guided biopsies -- known as stereotactic biopsies -- images are taken at two angles of the breast to calculate the depth of the possible lesion. The three-dimensional technique is able to measure lesion depth more accurately.

Not all women require biopsies using mammography as a guide. But those who do, including women with especially hard-to-detect cancers, will especially benefit from 3-D guided biopsy, Dr. Sumkin said.

"If we can do a biopsy with ultrasound guidance, that's preferable," he said, "but there is a subset of patients where you can't find it by ultrasound" because of body variations."

During a 3-D biopsy a patient sits upright rather than lying on a table. This benefits women who have difficulty lying down due to arthritis or other health complications, Dr. Sumkin said.

Among other benefits to patients using this technology, procedure time is shorter and exposure to radiation is reduced. Because the stereotactic method requires that at least two images be taken, more X-ray doses are needed.

Unlike stereotactic biopsies, which require expensive, standalone machines, 3-D biopsies are performed using a piece of equipment attached directly to tomosynthesis machines, which is "a huge cost saving," Dr. Sumkin said.

Still, tomosynthesis is far less prevalent than two-dimensional mammography. Dr. Sumkin cited cost as the main barrier to hospitals' adoption of the technology. "For a hospital to buy this equipment and not be reimbursed for it does not work in this day and age," he said. Dr. Sumkin estimates that there are just six or seven tomosynthesis machines in Pittsburgh.

Magee so far has performed 50 to 60 3-D guided breast biopsies Dr. Sumkin estimates.

Even though it's a new procedure, some insurance plans have been covering its cost, but some, including Medicare, do not cover tomosynthetic mammograms, he said.

Dr. Sumkin is optimistic that the benefits of tomosynthesis can save money in the long term.

Tomosynthesis allows doctors to detect and treat deadly cancers early, which is much less costly than treatment at later stages.

Christine Hafera, 50, from Natrona Heights, who received a 3-D guided biopsy last month, said that the procedure "went extremely well and it took just 40 minutes." Ms. Hafera's procedure was covered by health insurance.

"Over lying on a table, I'm all for it," she said.

There is something innately affirmative about a Chinese court today pulling an ordinary woman out of a prison labor camp, compensating her for damages, and requiring a Chinese state security official to apologize to her in court.

The woman is named Tang Hui. Her 11-year-old daughter was raped, abducted, and sold into prostitution several years ago. When local Hunan courts did not give the criminals a punishment harsh enough to suit Ms. Tang, she began to shout and scream. That got her plunked into a prison camp under a practice known as ?reeducation through labor? ? used for decades to quickly silence troublemakers or dissidents without bothering with due process or legal rights.

Yet today a court in Yongzhou, a city in Hunan, ruled that Tang?s ?personal freedoms? had been violated.

That seems to many analysts a small breath of fresh air in East Asia, evidence of at least a whiff of change in China?s structure of party authority, analysts say. ?

Moreover, the Hunan court decision can?t be lost on North Korea?s Kim Jong-un, whose family dynasty next door to China has run a set of ?hidden gulags? for three generations, and where some 200,000 persons are incarcerated in vile and inhumane conditions. (The UN in March authorized a three-judge panel to investigate whether North Korea camps constitute crimes against humanity.)

For much of China?s recent history, Tang would be another forgotten person. Yet her case got discovered inside China?s vast Internet and blogging classes. Her arrest as an angry mother outraged millions. She became a popular cause c?l?bre.

The court today freed her and gave her about $500.

The Tang victory shows among other things, the power of public opinion in a country that does not hold elections.

Chinese bloggers and some analysts feel Tang should have received more monetary compensation, that she should have been given the written apology she asked for, and that the case may not set a precedent allowing greater expansion of the right to appeal, and win.

In January, the Communist Party?s top legal authority promised to end ?reeducation through labor.? The rumors were lauded by many analysts, even those who argued that Chinese authorities had not yet gone through the change of heart that would make the reforms work or stick.

Yet whether or not the Tang case was all show, or part of a propaganda push, may be of less importance. One lawyer, Yuan Yulai, quoted by blogger Josh Chin, described rulings like today?s, which has received wide attention in both official media and in the blogosphere, as ?promoting an unyielding spirit. In today?s China this is especially important.??

Only a partial list of past Empires in the middle eastern territory includes Sumeria, Babylonia, Persia, the Ottoman Empire and the Roman Empire!

When northern Europe was still lurking about in slimy cold stone castles playing chess, the Middle East was enjoying the flowers of poetry, luxurious craftsmanship, music and literature. In fact, the Renaissance in Europe was partly inspired by stories brought back from the middle east by travelers along the trade route.

Strategic location, religious history and the world's largest supply of crude oil have kept the Middle East at the center of world activity for centuries. The saga continues.

Stop ... India sends its last telegram

NEW DELHI (AP) ? India's last telegram went out late Sunday, marking the end of a service that millions of Indians had relied on for fast communication for more than 160 years.

Hundreds of people thronged the 75 telegraph offices remaining in the country to send their last telegrams to friends or family as a keepsake.

The company canceled holidays for staff at the offices to handle the rush, Shameem Akhtar, general manager at the Bharat Sanchar Nigam Ltd., which runs India's telegram service, said Monday.

The company says declining revenues forced it to end the service, which had become obsolete in an age of email, reliable landlines and ubiquitous cellphones.

Some of the last-day users sent telegrams to Kapil Sibal, India's minister for telecommunications, pleading for the service to be continued.

"The losses were mounting. It was not viable to have kept it going much longer," Akhtar said. That was especially true as the number of cellphone users exploded, with 867 million subscribers as of April.

The telecommunications ministry said it lost $250 million in the last seven years and that it was time to put an end to the service.

India's telegram service began in 1850, when the first telegram was sent from the eastern city of Kolkata to Diamond Harbor, a southern suburb nearly 40 kilometers (25 miles) from the city center.

Over the next few decades, telegraph offices proliferated, wiring the vast subcontinent with a network that became known for its speed and dependability.

At its peak in the mid-1980s, more than 45,000 telegraph offices dotted the country, with tens of thousands of telegraph workers and delivery men dispatching more than 600,000 telegrams a day. From birth and death announcements, to college admissions, job appointments and court summons, the telegram was the main way tens of millions of Indians __ in the remotest parts of the country and in its teeming cities __ received important news.

Until recently, the government used telegrams to inform recipients of top civilian awards and for court notices. India's armed forces even recognized telegrams from troops extending vacations or from soldiers' families requesting their presence at home for a funeral.

It was not immediately known what mode of communication the government will choose to replace the telegram for these types of announcements, but officials said since a lot of work was now done electronically, government departments will likely opt for email.

Early Diabetes Signs Often Missed in Alzheimer's Patients - Health ...

SUNDAY, July 14 (HealthDay News) ? Undiagnosed prediabetes and diabetes are common in people with early Alzheimer?s disease, a researcher says.

Georgetown University neurologist Dr. R. Scott Turner made the finding when he began enrolling people with mild to moderate Alzheimer?s disease into a study last year. The study?s goal was to determine if resveratrol, a compound found in red grapes and red wine, might change blood sugar (glucose) levels in patients with mild to moderate Alzheimer?s disease.

Turner said he was shocked by what he found in this group of patients because they were already under a doctor?s care, and those with known diabetes were excluded from the study.

?The number of people with glucose intolerance (prediabetes) was much higher than expected,? Turner said in a university medical center news release. ?I was surprised by how many people didn?t know they were prediabetic, and these are individuals who already get the best medical care.?

To join the study, patients were first given a fasting glucose tolerance test, and then retested two hours after eating. The blood sugar level increases during digestion, but the pancreas produces insulin to lower it. A high sugar level after two hours reveals glucose intolerance (prediabetes) or diabetes if the level is very high.

Five of 128 patients (4 percent) had impaired fasting glucose levels. Meanwhile, 2 percent had findings consistent with type 2 diabetes. Of the 125 patients who completed the two-hour test, 30 percent had glucose intolerance while 13 percent had results consistent with diabetes. The findings showed that 43 percent of the patients had impaired glucose tolerance or diabetes at two hours.

Turner said the results raise a number of questions: ?How does glucose intolerance or diabetes lead to [Alzheimer's disease]? Does the inflammation associated with Alzheimer?s trigger glucose intolerance? Or do both events create a vicious cycle of Alzheimer?s and glucose intolerance??

Although the study wasn?t designed to answer these questions, it may offer important clues. Although a glucose tolerance test is not typically ordered by neurologists, ?this result suggests that perhaps we should test all our patients with early Alzheimer?s,? Turner said. ?It?s a simple, inexpensive study that reveals critical health information.?

Turner was scheduled to present his findings Sunday at the Alzheimer?s Association International Congress in Boston. The data and conclusions should be viewed as preliminary until published in a peer-reviewed journal.
